I started off using the optional Windows XP “Power Toy” image resizer many years. It was available on the Microsoft’s website.
Enter Windows 7, 10, etc. Microsoft discontinued that Power Toy, but someone stepped up. I’ve been using the following resizer since Windows 7 with beautiful success.

It’s so simple and works so well, it’s hard to say anything more. Under advanced you can even decide JPG quality and much more. It’s beautiful.
